		Dear Fellow Stockholders: It is my privilege to present ATC's 1999 Annual Report. Clearly, 1999 was a year of unprecedented change for our Company. When I joined ATC in late December 1998, the Company had lost sight of its most important constituency - its customers. My priorities in coming on board were clear. Establish ATC as a customer-focused and performance-driven organization. Restore ATC to consistent growth and profitability. Restore our stockholders' faith in the long-term future of ATC.
